The Department of Health of the Hong Kong Special Administrative Region Government announced on the 18th that it will implement a "circuit breaker mechanism" for regional flights from India, Pakistan and the Philippines, and from 0:00 on April 20, all civil aviation passenger aircraft from these regions will be prohibited from landing in Hong Kong for 14 days. At the same time, these areas will also be classified as very high-risk Group A designated areas under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Arrivals) Regulation (Cap. 599H), and restrictions on those areas who have been in those areas will be restricted. For those staying on board to come to Hong Kong, the circuit breaker will last for 14 days.


The government began to implement the tightened "circuit breaker mechanism" for individual flights on April 15, and at the same time implemented a new parallel "circuit breaker mechanism" for regional flights.


Under the "circuit breaker mechanism" for regional flights, all civil aviation aircraft arriving from the same region, regardless of any airline, if there are 5 or more passengers who have been diagnosed with the N501Y variant virus strain after arriving in Hong Kong within 7 days, the government will Invoking Chapter 599H to prohibit all civil aviation aircraft arriving from this area from landing in Hong Kong for 14 days, and will also list the relevant area as a very high risk area under Chapter 599H, prohibiting people who have stayed in the area for more than two hours from boarding For any civil aviation aircraft coming to Hong Kong, a period of 14 days is required to prevent people from relevant areas from arriving in Hong Kong through connecting flights.


A government spokesman said, "As a confirmed case involving the N501Y variant virus strain was discovered in the community for the first time in Hong Kong, for the sake of prudence, the government traced back the past 14 days of flights from different regions according to the indicators set by the newly implemented 'circuit breaker mechanism' for regional flights. An imported case with the N501Y variant virus strain was confirmed for inspection on arrival in Hong Kong. India, Pakistan and the Philippines have all reported that the number of related cases has reached the relevant target for 7 days in the past 14 days, so the government will implement regional measures for these 3 regions. 'Fuse Mechanism'."


The "circuit breaker mechanism" implemented in these three regions will take effect from 0:00 on April 20 for a period of 14 days.


Relevant restrictions include prohibiting all civil aviation aircraft arriving from these areas from landing in Hong Kong, and designating these three areas as Group A designated areas under Chapter 599H, restricting any stay in the area on the day of boarding or 21 days before that People who have been on a plane for more than two hours come to Hong Kong.


At the same time, in order to strengthen the testing of people returning to Hong Kong from overseas regions, the Government will issue a mandatory testing notice for people returning to Hong Kong from very high-risk areas under Cap. Even after completing the 21-day compulsory quarantine and testing on the 12th and 19th days during the quarantine period, the person still needs to further self-monitor for 7 days and undergo nucleic acid testing on the 26th day of returning to Hong Kong.
